take a look at CSCeb30463, then poke around with your transfer  
restriction table and see if you find what you're looking for.

PS.  Just for background I have two Unity servers.  One on old PBX  
and the other connected to CM.  I have users that are now on both IP  
Phones and PBX phones.  I’m trying to setup the IP Phones to forward  
to the PBX phone if no one answers the phone.
