in h323 we only send a message to the GW that says 'hey, play tone
53' , well maybe not 53, but still just an index into an array.
if changing the OA on the voice port did not make a difference, then
are you 100% certain the call is routing through this voice port? was
the ipphone user's voice notably softer when you performed the test?
on the gateway when call volume is low turn on 'debug dspapi detail'
or 'debug voip dspapi detail' depending on your IOS version:

and look for a message like:

Do you have 'MTP Enabled' select on your h323 gateway config in
CCMAdmin?

help. I also changed the Tone on Hold Timer to 200000 and 0, but it
kept playing every 10 seconds. The Tone on Hold Timer documentation
says for non-MGCP devices, if it's set to 200000, it will not play, but
it still plays. This seems to be the best solution for me if it works.
I'm on H.323 gateways. I've restarted my phone, but not the
CallManager. Doesn't these clusterwide settings take effect
immediately? Do I have a possible bug?
By the way, the beeps are LOUD. Loud to the point where you have to
take the phone off your ear.

You can also adjust the "Tone on Hold Timer (sec)* "
timer under call manager service parameters. If you set this to 200000
the tone will be disabled.
