[cisco-voip] Codec g728r8 on a POTS PEER?

Going on memory here....

If you have a PRI or CAS T1 and you don't have an incoming called number or
direct-inward-dial statement, the call is temporarily placed on a pots port.
Since no audio is terminated, the call by default uses that codec.

Inbound call over PRI to IP phone, hits h323 g/w and get immediate dial tone
on the land line phone and IP phone doesn't ring. 

I made this break by removing the "incoming called -number . " on peer
91(its shown with icn below). With that statement in peer 91, calls go right
thru to CCM and IP phone.

Show voice call active bri is below. It shows only one of the usual pair of
endpoints. Where does it get a codec (g729r8 pri-ietf)? Can't be from the
config cause there's no code command on pots peers. 

Is the failure for the call to find the VoIP peer a result of the codec miss
match? And can anyone explain why it matches 97 in the first place and not
91?
