[cisco-voip] Forward calls to Unity when device gets Unregistered

CM already performs this by:

if a line is not registered (line is registered when the device is 
registered) the CFNA destination is used to route the call.

starting in CM 4.2 there will be an additional forwarding option to 
configure on the line called something like 'forward on unregistered' so 
you can specifically control this scenario.

for small deployments in CM 4.1 you can use a huntlist/linegroup and 
'hunt not available' corresponds to the line being unregistered.
