[cisco-voip] update license on CRA 3.5.1

I have two IVR servers with two licenses (10 agent phone license
each). I accidentally put both of license files into one of the server
and its total license shown as 20 agent phone. I have removed one of
the license file again, and then click "update license" in the License
Update Utility. The system prompted that the number of agent/licence
is less that previous one and it still maintain the number of license
as 20 agent phone. Have tried to reboot the server as well but the
number is still shown 20. How can we force the CRA system update this
license based on actual license file again? thanks
