[cisco-voip] independent network tests/reports

I used to lean towards NetIQ.  It was a great platform.  It's had some
major issues as of late though and I'm not quite sure what happened to
them because I can't seem to get a good response from them anymore.

My preferred platform is now Qovia.  They do audio-stream monitoring
like no one else I've seen.  If you have an audio problem anywhere,
their product's sensors know immediately and can report on it.
