[cisco-voip] Toggling CCM MWI without a phone

In CallManager you can try to turn off MWI for an extension using the 
Line Settings for the device, Message Waiting Lamp Policy set to None or 
Prompt Only.  I've never tested that.  In User Web pages 
(hostname/ccmuser) , a user can select Change Your Message Waiting Lamp 
Policy to Never Light.
