It appears that Cisco chose to remodel the meaning of an absent
"isdn send-alerting" in a BRI/PRI interface into "wreak havoc if
we *receive* an ALERTING message". Don't know why the sending or not
sending of alerting messages should have anything to do with the
behavior on receiving them, but plugging the send-alerting into
the BRIs did it for me. Thankfully it only happened on a PBX link
of minor relevancy, not on my PSTN interfaces...
