[cisco-voip] dial pattern for 911

[Voll, Scott]

Currently I have a 911 partition for each site with both 911 and 9.911
route patterns.  That partition is at the top of each sites CSS.  If
there's an emergency I don't want it to come back and bit me.  With that
said, we do have stickers on all the phones to dial 9.911.
