what if you set up another set of dial peers on GW1 with a preference 
of 2 that points to GW2? This way, if the T1 on GW1 is down, calls 
should still go out over GW2's T1. You can leave the route group alone 
in CCM, so that if GW1 ever completely goes down, the CM will bypass 
it and route to GW2.
