[cisco-voip] CM4.1.3-move publisher

There are no procedures to change which server is the Publisher, except 
reinstallation.  As long as IIS is running on a Subscriber you can 
perform administration from a Subscriber.  All updates are written to 
the Publishers DB even from a Subscriber.  The updates are then 
replicated to the Subscribers.
