what signaling protocol back to CM? h323 or mgcp?

1. is controller up? 'sh controller t1'.  if appears down, cable up a  
loopback plug, remove the co connection, connect loopback plug. check  
'sh controller'. if it comes up cisco gear is fine, need telco to  
check signal down to dmark and check connectivity from dmark to router.

if controller is up with co line and mgcp to CM, then make sure  
packets are not getting blocked going back to CM. router establishes  
tcp session to CM on TCP 2428:

check 'netstat -an | findstr 2428' from cmd prompt on CM to make sure  
the tcp session is established.
'sh ccm-manager backhaul <?>
on the router to make sure the backhaul session is coming up on the  
router.
