[cisco-voip] CM4.1.3-move publisher

I'm a little unsure of how independent of IP you can make your Publisher, 
since there's a ton of conflicting information about that.  If you can 
indeed make the Publisher dependent on DNS entry alone, you could build 
another Publisher as Wes recomnmends, leaving it lying in wait until you're 
ready to make the change.  Then stop the old Publisher and do the BARS 
backup, FTP the BARS data to the new location, change the DNS entry/entries 
to the new IP while the data is in flight, restore the BARS data, and fire 
it up.  Total time without a Publisher should be well under an hour, which 
shouldn't screw up the database or users too much.  Someone who knows a lot 
more about this than I do can probably add some detail to this broad-brush 
plan...
