[cisco-voip] Error on Network Locale Installer

Using a HP DL380 server, I have installed Cisco Callmanager 4.1(2) from
disk, and upgraded the version to 4.1(3).  CCM has been configured and is
operating fine, however when I try to install the Network Locale Installer I
receive the following error message:

Locale Installer "Error: Another Locale Installer is running, please exit
from it first and run again!".

Locale Installer used: li.ffr.4-1-3.exe

There isn't another installer running, have rebooted server multiple times
still with the same problem.  From another CCM I mirrored the locale CSV
files into directory: C:\Program
Files\Cisco\CallManager\DBInstallCSV\Products, and also copied the Australia
folder into the TFTP directory, however Network Locales are still not
available for use.

Has anyone else come across this problem or know of possible solution?
