[cisco-voip] Error when adding a user to Unity

Check those users in AD to see if they have the check box for "Allow  
inheritable permissions..." set.  If this is missing then the Unity  
accounts will not have rights to modify those users.

Here is the weird thing, it is only two users, there is nothing  
unusual about them. Permissions Wizard was rerun without errors,  
other users from the same message store add without error.

We have tried RemoveSubscriberProperties and got a message that there  
were no properties to delete.

We did find a bug, CSCeb55729, but the workaround to rerun  
Permissions Wizard had no effect.

We can still add other users and nothing unusual about them... No  
differences can be found with them.
