Stu, thanks for sharing this we had exactly the same issue with gateway
failover and these settings have now resolved the issue.

I wanted to give everyone an update, but first, big thanks to Kevin and
Erick for giving their time in troubleshooting this issue.  I ended up
contacting a CCIE that I know and he was able to finish it off.  Kevin
and Erick led us to the problem and I'm sure they would have figured it
out if they just had enough time, but I had a deadline so I contacted
the CCIE.  There are a few parameters that must be set (see below).

Clusterwide Parameters (Route Plan)
Stop Routing on Unallocated Number Flag = False
Stop Routing on User Busy Flag = Flag 

Once I told the CCIE about the 'Unallocated/Unassigned' message from the
trace files, he quickly remembered this paramenter.

How about posting your dial peers on the gateway as well? You may want
to sanitize the config maybe and make it general, or unicast it.
