[cisco-voip] restricted/disabled setting access

Hi,
We managed to find this one out - Restricted access DOESN'T work in 4.1.2,
and DOES WORK in 4.1.2sr1. There was a small gotcha though, the upgrade
changed all 'Restricted' phones to 'Disabled' which we didn't notice while
testing, and therefore thought it not to work. :) When reverted back to
Restricted, works as designed. Thanks for all help,
