[cisco-voip] MGCP Config Auto-Download

This function lets the gateway download the MGCP and
voice portion to the router from the call manager
gateway configuration pages for this device. This way
you can configure the options on the call manager side
(for most part) and when a change is made and gateway
reset is done those changes get pushed to the gateway.

Can you post the global ccm-manager commands in your
gateway? You may (should) have a ccm-manager config
server which has your servers, then a ccm-manager
config command which enables the download of the
config from the specified server. The config commands
are not needed for MGCP to work, but are needed to
have call manager have full control and for configs to
be pushed. There were some issues with this in some
IOS versions, and some people don't use this if they
have a custom config (not using all timeslots, etc)
and they don't want the config pushed over writing the
config. 

Also post the global MGCP commands that are
configured.

If everything config-wise looks good, and it's failing
then.... 

Is there any connectivity issues between your gateway
and call manager, TFTP filtered, etc? What model
gateway and IOS version? Is the gateway config server
pointing to a server where the TFTP service is started
and running fine?

Turn on 'debug ccm-manager config-download all' on the
gateway and make a change on ccm side and update and
reset (change description, etc), and send the debugs
and we can see what is going on.
