With PRIs, 'application mgcpapp' isn't needed on the
PRI pots dial-peers. There is a bug id documenting
this (I would need to dig through my notepad to find
it if you need it). This changed in 12.3T at some
point. Analog endpoints work differently (no
signalling channel that can be backhauled to call
manager). 12.3(14)T and higher, application mgcpapp
was replaced with service mgcpapp and global
application config section. You would need pots
dial-peer with PRI port under them if you were using
PRI in fallback/SRST though.
