[cisco-voip] 1760 not recognizing VICs

I just got a Cisco 1760 for a lab. I have a dual FXO and a dual FXS that I
have been using with no issues in my 1750. When I put the modules in the
1760 they are not being recognized. There is a constant amber light on each
of them and if I do a show interfaces they do not show up. I have voice plus
IOS on it and there are two PVDM slots on the board but there are no chips.
I am assuming this is the issue. I am correct in this assumption or should
the routers notice them anyway?
