[cisco-voip] Block calls from a specific CLID

If you are using MGCP you are probably out of luck, I dont know of anyway
with callmanager to do this. I really wish there was, we have some wacko's
that call our president's office etc all the time. best I can do is send
them to our campus police if they hit voicemail.
