Two suggestions:
First, check to make sure you've got the Windows firewall turned off
(or anything else like that).
Second, if the router has multiple IP addresses the TFTP request
might be coming from an address that isn't reachable on the PC.
Unlikely, but possible. I don't use Solarwinds but the Pumpkin TFTP
server will tell you what IP address is doing the request. You might
try entering "ip tftp source-interface <closest interface to your
PC>" and see how that goes.
However, I'm not sure either of these fit the problem description. HTH.
