I just answered my own question ... found out that a translation pattern
ties the precedence access digit to the precedence level, and the user
needing higher precendence needs to dial the appropriate access digits to
enable the associated precedence.
So ... for anyone else that may have struggled with this:
I setup a new translation pattern of
90.XXXX
Associated it with the Flash Override Precedence. Unchecked "Provide Outside
DIaltone" as this is strictly same cluster, inter location dialing.
Then set the called party transformation discard digits to PreDot and it
appears to be working.

I'm trying to configure MLPP settings that will allow a user to have
Executive or Flash Override Precedence on calls going from one location to
another. How can I associate a phone or DN with a specific MLPP Precedence?
Where can this be configured? The only places I see the MLPP Precedence
field is under translation patterns, and dial patterns. The MLPP settings
for the phones only have the MLPP Preemption with is forceful, disabled, or
default.
As all users are on the same cluster, and there is no PSTN backup, I don't
need to create a separate translation patterns or dial patterns. There are
for inter-location calls.
What's the best way to approach this? All of the documentation for MLPP is
VERY lacking in the 4.1 CCM Admin Guide, and there is only 1 slide in the
CIPT courseware, and it doesn't even tell you how to configure MLPP, only
what it is used for.
