[cisco-voip] Cisco TSP for Outlook dialling

I just installed IPT to a new remote site, but I am unable to get the
TSP working correctly, I can select the line ok but when I try to dial I
get the following error message.
 
Another program is using the selected telephony device. Try again after
the other program is finished.
 
Now we have set this up for all our remote sites and I have never come
across this message before, there are no other tapi drivers or modems
installed or any other communication software other than the Windows
defaults, so I cannot see what could be causing the issue.
 
Anyone come across this before?
