[cisco-voip] QSIG: Display name decoding fails

My guess is CM cannot decode the IE so the entire thing is discarded.

I've tried decoding the Facility IEs from the original Setup and  
haven't been able to.  I believe the decoder I am using is the same  
one CM uses so this may be evidence of the issue.
I'd suggest opening a TAC SR so this can be properly escalated to the  
CM development team.
