I don't know if "punish" is the right word, but it certainly seems that
"discourage" would fit. At least until there is less danger of anyone
using non-Cisco SIP phones. Maybe CallManager and Unity are expensive,
but at about $300 a pop, my 900 or so phones are worth about 4 times
what the rest of the system is worth. Cisco may have noticed this...
