[cisco-voip] Site that has numbers that are same as 9.@ Route Pattern

Have the telco deliver all 10 digits to you.  then you can mask the 
internal numbers to be anything you want.  Use a translation pattern to 
mask the numbers.  Use Line Text Label and External Phone Number Mask to 
hide it from the user.
