[cisco-voip] Upgrading 7970 firmware to 8.0(3): local TFTP server?

I'm upgrading a number of our remote offices to 8.0(3) for the 7970. I'm 
currently getting only 7kbytes/sec over the WAN from the publisher, so 
each phone is taking a long time to perform the upgrade. If I attempt to 
upgrade too many at the same time, some will fail to finish and not load 
the new firmware.

I've uploaded the various 8.0(3) files up to the router, and configured 
the tftp-server commands on the router so that it serves up the files. 
I've temporarily changed option 150 to point at the router rather than 
the publisher.

I've reset one of the phones and took a look at what it's trying to do 
(deb tftp events), and it's trying to download the existing firmware 
(7-0-2) from the router rather than the the 8.0(3).  Is there something 
that describes the phone boot process so I can force it to load the new 
firmware from a local resource rather than over the (slow) WAN?

Any other throughts on how to upgrade a large number of phones over the 
WAN?
