I'm surprised that traffic on vlan 1 would cause users to disconnect
from server, but in general administrative traffic does use vlan1.
Using another vlan for default keeps the administrative traffic from
competing with other traffic.

We are having situations where users are being dropped from the server.
Another "network integrator" came in and said our problem is that our
data vlan is VLAN1, and cisco recommends not doing this, as they use
VLAN1 for all sorts of cisco management traffic. Is this true???
These are 3560s with Cisco phones and PCs attahced to the phones.
