[cisco-voip] Perflib perfts.dll error and subsequent ccm.exe crash

Also, I did find various hits on google and usenet
with the perflib error saw with Citrix servers and
adjusting a connect performance object timer setting
as fix. The symptons seen on most of those other
discussions was that this error would happen and then
a little bit later in day the citrix server would stop
functioning. 
Now this isn't a citrix server and terminal services
is not used on this particular node that much (rarely)
so am kind of puzzled as to why this happened. 

No Dr Watson logs and ccm/SDLs are gone from time but
were set to error level at time and not detailed.
