[cisco-voip] masking analog fax number for 911 calls

When a call goes out a FXO port to a regular Telco POTS line you can't
specify the Caller ID. The Telco sets the caller ID according to the phone
number of their analog line.
Why not send 911 over the T1 to the PRI and if the T1 or PRI is down then
send to the FXO as a last resort.
