Set "Significant digits" to 3 in the CCM gateway configuration is the easiest way for PRI circuits.
If you had been using E&M, you'd configure "Expected digits" on the gateway channel config in CCM.

It depends on whether you are doing H.323 or MGCP. If you are doing MGCP, you can just configure your POTS or ISDN to accept 3 digits from the carrier from within the gateway in CallManager. If you are doing H.323 dial peers, you just need to drop the first digit that the phone company is passing on to you. We use the following rule to convert 7 to 4 digit for H.323.
voice translation-rule 1
rule 1 /^327/ //
