[cisco-voip] error on accessing ccm 4.1.3sr3a web interface

Yes it is.  Stick with IP address or rebuild your server.  The _  
character is not handled well by DCD (among other things).   I  
believe it had something to do with _ not being a valid DNS character  
but I think there has been some contention on that point.
