Its been awhile since I have looked at the CCM traces for this but I
believe the GW reports the other channels as OOS and CCM, at least 4.x,
will mark those as OOS and not try to use them. I believe the behavior
was a bit different in 3.x and you needed to use the B-Channel
Maintenance service parameters to mark them out of services or CCM
would register the GW. Again, it has been awhile since I have looked
at this so you should verify by looking at CCM traces of the GW. I
would but I don't have an MGCP GW setup in the lab at the moment.
Having said that... CCM does not support fractional T1 with MGCP. It
is always going to assume 24 channels. There is no legitimate method
to tell CCM which channels to use to allow for the possibility of
having a true fractional T1, from a CCM perspective.
You can get by without using the "ccm-manager config" command but you
need to make sure the config is consistent on both sides.
I am not familiar with any issues regarding your last statement about
the FXS pots shutting down.
