What we did here was create a special partition that contained
translation patterns that looked like "*XXXX" -> "91NXXNXXXXXX" (or
whatever). The "*" at the beginning of the pattern distinguishes the
number from a internal extension. Then add that partition to the CSS
that need them. You could add them to the null partition, but I prefer
to keep the null partition empty.
