[cisco-voip] Ring Setting Question

Hi all,
I have a question for you.
 
When the "ring setting" option is set to disabled, why does it still
flash when a call comes in to a number on the phone?
 
Is there a way to really disable this setting?  It is confusing some of
our users.
 
We are running 4.1.3 sr3c
