Keep in mind two things.
If you're 4.1 or higher, you must use SSL and whatever platform it runs on
my have the cert for it.
Secondly, have you tried using the "administrator" account?

I'm currently trying to connect to my test CCM cluster with SOAP/AXL
requests to pull some data from phones. The connection appears to work fine,
but every user/password combination I've tried (service accounts, actual
users, Directory Manager, etc.) return "401 Unauthorized" errors.
Is there a special (predefined) account I need to set up to execute AXL
requests, or is there a flag somewhere I'm missing for specific users to be
able to authenticate to the server? I do have both CTI flags on for the
users I've tried, if that matters.
