Hi,
the problem must be that the D Channel is not available (some problem in the
Telco), if you do the "sh controll E1" and the E1 is UP and without slips,
then the problem is the D channel (L2 signalling), you could try to change
from USER to NETWORK in protocol emulation, but the best is call the Telco
to resolve the problem.

This L2 problem.

Call to provider and ask why L2 not established.
May be you must change protocol-emulate on d channel.
