[cisco-voip] Troubleshooting ISDN PRI alternating between TEI_ASSIGNED

Hi,

I had this same issue with an AS5350 voice Gateway, it turned out to be a faulty ISDN card in the gateway, as soon as this was replaced, the PRI came up fine.
