[cisco-voip] Restrict International Conference Calls

Ok, have a request from a new customer and I am drawing a blank.  
CallManager 4.1(3) customer wants the IP Phones to be able to make  
international calls, but not conference in an international call. Odd  
request, but I cannot come up with any ideas on how to make this  
work. Conferencing is handled by CCM SW Conference bridge and IOS DSP  
Farms.
