I don't think you are going to find an easy solution for this.  

 

What would probably make more sense is to try to understand what exactly
the customer is trying to accomplish with this request.

 

It sounds like they want to keep an internal phone user from calling his
buddy, conferencing in someone from another country and then hang up and
let their remote buddies continue chatting away on the company's dime.

 

To combat that issue, you can prevent (using a service parameter)
external to external conference calls and ext-ext transfers.

Ok, have a request from a new customer and I am drawing a blank.
CallManager 4.1(3) customer wants the IP Phones to be able to make
international calls, but not conference in an international call. Odd
request, but I cannot come up with any ideas on how to make this work.
Conferencing is handled by CCM SW Conference bridge and IOS DSP Farms.
