[cisco-voip] Feature Group D Support using MGCP CCM 4.1(3)sr3c

If I remember right, at least through CallManager 4.1(3), fractional
T1's are not supported with MGCP at this time.  If you want fractional
T1 support you will have to stick with H.323.

Does anyone knows if E&M type fgd is supported using mgcp between
gateways and Callmanager and how I configure it on Callmanager since it
only allows E&M dial-delay and Wink on the drop down menu of the
gateway. I know it works using H323 but I prefer using mgcp. 

ds0-group 0 timeslots 1-12 type e&m-fgd
