[cisco-voip] Create/Upgrade user to callmanager admin

I am trying to upgrade a user to be an admin in callmanager 4.0.  It has been so long since I have had to that, I do not remember.  Darn these senior moments.

Can anyone point me to the directions or tell me how to do it?
