[cisco-voip] Error when opening lines - CM 4.1(3) SR3c

It registers DBLX.dll, one of the dll's used by aupair (database  
layer monitor).

Best guess is that after the upgrade the new DLL didn't get  
registered properly.

That said, try the following:

1) Open a command window on the Cisco CallManager.
2) Go to the c:\Program Files\Cisco\bin directory.
3) Run regsvr32 dblx.dll.

Check the RIS Data Collector service... you may need to reboot the
cluster to get everything back in sync...

BTW, usually, you get that error on the SUB...
