[cisco-voip] background logos on 7941 -61

On the 7971, it is easy, just load the logo ont he TFTP server... For the
others, change Enterprise Parameters for the Idle screen... that will do it
globally.

However, each phone is going to need to select that image from the settings
on the 7971s...
