Ahmad,
First configure your SRST router in Call Manager under Menu option System, SRST. Then create two Device Pools one with the SRST router you configured in step 1. The other Device Pool with the SRST Reference set as Disable. Then assign the Device Pools to the appropriate devices. Only those devices with the SRST reference will register with the gateway during a WAN outage.

Quick question. Can I define, which IP Phone
has the ability to use SRST and which not ?
Is there a way to do so via device pool ?
I have approximately 300 Phones, but a gateway which
only support SRST for 48 Phones. I thought, that I define
the 48 Phones, which are allowed to use the SRST.
