Try this:
SUMMARY STEPS
1. call-manager-fallback
Enters call-manager fallback configuration mode
2. alias tag number-pattern to alternate-number [preference
preference-value] [cfw number timeout
timeout-value] [huntstop]
Creates a set of rules for rerouting calls to phones that are
unavailable during SRST
3. max-dn max-directory-numbers preference preference-order]
Sets maximum number of directory numbers that can be supported during
SRST
4. end
Return to privileged EXEC mode
5. show dial-peer voice summary
Displays information for the voice dial peers
Example:
The following example sets the preference keyword in the alias command
to a lower preference than the preference value created by the max-dn
command. Setting this value lower allows for the cfw command to take
effect. The incoming call to extension 36565 hunts to alias because it
has a lower preference, and no-answer/busy calls to 36565 are forwarded
to 36575. All incoming calls to other extensions in SRST mode are
forwarded to 36599 after 10 seconds.
call-manager-fallback
alias 1 36565 to 36570 preference 1 cfw 36575 timeout 10
max-dn 10 preference 2
call-forward busy 36599
call-forward noan 36599 timeout 10
I have this working at various locations and it works fine.

I have a similar setup and will be very interested in any advice anyone
can offer!
