[cisco-voip] Phone settings page, Restricted option for settings drop down gone

Under the phone configuration, for settings access the drop down only has Enabled/Disabled now and the Restricted setting is no longer listed.  Is there a global setting somewhere or something else to disable this from showing up , or something else going on?  I have looked around and tried to find a doc on cisco but so far have pulled up nothing. This is on CCM 4.0(2a).
