[cisco-voip] MGCP and FXS ports

The first thing that comes to mind is the possibility that the fax
machines are not programmed to dial a 9 or other external access code
before the number.  This is a common issue when moving fax machines from
POTS lines to an inside system.  If this is it, you can either reprogram
the individual fax machines, or you could create a CSS/route pattern
that allows external dialing without an access code.

I have a fax machine connected to an FXS port off my gateway. I have the
Gateway configured for MGCP. The port is configured in CallManager and
the DN for the fax machine has been added. When I call the fax either
from and external line or 4 digits I get fax tone. When they attempt to
make an outbound call from the fax machine, they get dial tone and it
will attempt to dial the digits and then immediately go to a fast busy.
If I do a show voice port summary, I see the port go off hook. I have
looked through the CallManager's logs and I don't think it ever reaches
the CM. I have configured an IP phone to emulate the port and DN
settings and I am able to make call internal and external. So it appears
that the call routing in CM is fine. All the fax machines on the FXS
ports are doing this. Has anyone ever seen this before?
