How do I do the Department reports, when I search users it only gives me
First and Last name. The only place I can see Department listed is in
under User Reports for Bills but there is no option to select any
departments.

Nick,

populate the department information for all your users in the global
directory and you can use department reports.  There is no correlation
to device pools and no real customization of reports.

of users and then combine this with reports such as the gateway reports.
